PRESS RELEASE – 02/07/2025 – Dynamic Preconstruction Services Awarded Preconstruction Services Contract for $1.30 Billion Otay Mesa East Port of Entry CMGC Mega Project
February 7th, 2025
A joint venture between Atkinson Construction and Clark Construction has awarded Dynamic a preconstruction services contract on the $1.3 billion SR-11 / Otay Mesa East Port of Entry CMGC Project during preconstruction —a transformative infrastructure initiative that will redefine border crossings between San Diego, CA, and Tijuana, Mexico.
As a critical new gateway for international trade and travel, the Otay Mesa East Port of Entry is set to reduce wait times, enhance economic efficiency, and improve border security. This project will streamline cross-border movement, supporting billions in commerce and benefiting both travelers and businesses alike.
Our role in this historic project includes:
✅ Risk Management – Identifying potential challenges early to keep the project on track.
✅ Work Package & Long Lead Items Reporting – Ensuring strategic planning for procurement and construction sequencing.
✅ Cost Estimating – Providing expert insight to support informed decision-making.
Jesse Espinoza, Dynamic Founder / Principal Consultant, commented that, “This historic CMGC project is Dynamic’s largest and most complex undertaking to-date, which is a testament to the trust that we have developed among America’s leading public agencies, contractors, and design engineers. We are humbled and honored to have been selected for this landmark project, where we will deliver exceptional preconstruction services to Atkinson / Clark JV, as well as SANDAG. We are grateful for the favor that God has put on our business, and we are excited for all that we have in store in 2025.”
Work is already underway and will continue in phases over the next two years.
Let’s be Dynamic!
